Regulations governing the issuance of a Luxembourg biometric passport with fingerprints integrated in the passport chip are in effect since June 29, 2009, which means that a passport applicant must present himself/herself IN PERSON AT THE EMBASSY.

In order to comply with European Regulation (EC) No 2252/2004 of December 13, 2004, aiming at the integration of security features and biometrics in passports and travel documents issued by Member States of the European Union, the Luxembourg government has proceeded to the integration of fingerprints in the passport chip since June 29, 2009, which implies that passport applicants have to present themselves in person at the Embassy in Washington, D.C., or at the Consulates General of Luxembourg in New York or San Francisco.

The following persons are exempt from the requirement to give fingerprints:

• Children under the age of twelve while not submitted to the taking of the fingerprints, will be present in person with at least one person having legal parental authority for identification;
• Persons who are physically unable to give fingerprints. A medical certificate or a letter from the employer attesting to the inability of the concerned person shall, if necessary, be filed. These persons must not be present in person.

Signatures concerning minors:

- children under age 6: only the signature of the parental authority is required.
- children from age 6: the signatures of the child and of the parental authority are required.

The information below is also valid for Luxembourg residents in Canada and Mexico where the Belgian Diplomatic Missions are not yet equipped to issue Luxembourg biometric passports. The concerned persons are thus invited to submit the corresponding Canadian or Mexican documents upon the case.
